Be it Covid, floods, heavy rain , fire or windstorm patwari is the only one who reaches every family for providing a helping hand and assessing the damage in no time without caring about his life, family and property
Patwari being the pivot of the revenue department and the antimony of all other departments who bedecks all important works with his pen is the most deprived class of the employees. Being available round the clock for each and every work, be it the preparation of the map for developmental works, preparation of ration lists, agricultural census, horticulture census, minor irrigation, assessment of seasonal production /cultivation of food grains via crop cutting estimation survey or be it the preparation of income certificates, scholarships or the implementation of centrally/
state sponsored schemes, a patwari never lends the excuses to work .
A patwari has to record each and every thing of the family in his halqa, be it its livelihood, socio- economic status, marital status, details of the property a particular family beholds besides keeping an eye on the immigration and emigration of every member.
A patwari has to keep the record of the details of the crops of every assami in both Rabi and kharief seasons by maintaining the register girdawari,So when it comes to the application to 2000-3000 families it becomes almost abstruse.A patwari has to act as a narcotic inspector when it comes to the supervision over the illicit cultivation of opium/bung.
The basis of the solution of almost every problem be it non-availability of electricity, ration ,irrigation facilities or drinking water facilities etc is laid down by the patwari as every application born is inscribed with the beautiful words
“ PATWARI HALQA MUFASAL REPORT KARIAN’’ . (though there are the departments set up for the same)
A patwari being the boffin of the revenue department works by the sweat of the brow, toils the day and night to satisfy the needs of the people in the best possible way. Despite being so laborious in performing his duties he is deprived of his basic rights and is lamented by some for reasons best known to them which adds more agony to the already deprived patwari. This colossal antipathy needs to be castigated at all levels. A particular beseech to them , kindly fye from that.
Recruitment for the patwari posts is conducted by the JKSSB/BOPEE with graduation being the eligibility,there after he has to undergo the nine months rigorous training and has to pass the departmental examination conducted by the revenue training institutes, the same procedure is applied for the recruitment of accounts assistants who are placed in the grade pay of 2800 but the patwaries have been roped up with 2400 grade pay which is sheer injustice.
Hoax is being played by some bigwigs in the holy halls that patwaries do not want promotions but when it comes to fact finding, patwaries have to come on roads for their promotions. Isn’t it injustice that a patwari appointed in year 1991 with 27 years of service is still a patwari. The avenues of promotion of a patwari are busted by way of direct recruitments. Lets be candid and answer by soft heart if the direct recruitment of Z.E.O’s , headmasters hamper the promotion of teachers why will not the direct recruitments hamper that of patwaries . If as per some intellectuals direct recruitment of Naib Tehsildar will curb un- employment why there is not the direct recruitment of Z.E.O ‘s, headmasters and A.E.O’s. if this demand is genuine then why the patwaries are disparaged for fighting this cause.why this abhorrence?
Every government officer/officilas has an office for carryingout the official work, but a patwari has been made a bedouin who has to wander here and there insearch of his office.A patwari has to pay the rent of the room which he occupies for doing the official work from his own salary.What if the doctors be asked to pay the rent of the hospital.To aught I know it will lead a state wise castigation, why this deep hush on the part of patwaries!!!why it seems to be a tattle to all when a patwaries demands their offices or the rent for the rooms they occupy for carrying out official work.
Everyone among us expressed cock a hoop on the establishment of new administrative units in year 2014 but astonishingly the base of the administration was kept as such. New districts were created, new tehsils/nayabats were established but the girdawar circles and the patwar halqas are same as they were existing during the period of Sir Waltar Lawrance .At some places the jurisdiction of a girdawers is more than that of Naib Tehsildars. Creation of new administrative units while keeping the girdawar/ patwar halqa un altered is like a half inch connection at the base of the water supply scheme followed by four inch pipe line.what will be the essence of such scheme we all can comprehend.the importance of these new administrative units can be felt only if the new girdawer and patwar halqas are created because every work starts from the patwari A patwari has the charge of five- six villages and owing to the colossal workload people suffer.Creation of new Girdawar circles and patwar halqa will open the new avenues of employment and hence will curb un-employement to some extent.
“No” is not the lexicon of the patwari when it comes to work.Be it floods, heavy rain , fire or windstorm patwari is the only one who reaches every family for providing a helping hand and assessing the damage in no time without caring about his life, family and property .If he works with full dedication , then why this step motherly attitude with him..
