At the inaugural plenary of the India-Africa Forum Summit in New Delhi in April 2008, the Hon'ble Prime Minister of India announced the Government of India's initiative to improve academic opportunities for students from African countries in India by increasing the number of scholarships available for undergraduate, postgraduate, and higher education courses.

Eligibility
  • Students applying for doctoral/postdoctoral courses should give a summary of their proposed topic of research.
  • Students seeking to study performing arts should, if feasible, include video/audio cassettes of their recorded performances.
  • Candidates must have a sufficient command of English.
  • ICCR will not accept applications addressed to it directly by students or by local embassies/high commissions in New Delhi.
  • Priority will be given to those who have never studied in India.
  • No applications will be accepted for admission to MBBS/MD or Dentistry/Nursing degrees.
  • Candidates should be aware that Indian universities/educational institutions are autonomous and independent, and hence have their own eligibility criteria that must be met. Please keep in mind that the University's acceptance of your application does not guarantee admission. A scholarship is only provided if admission has been confirmed by ICCR.
  • Students must have the correct visa. Students should make sure they obtain the necessary visa from the Indian Embassy/High Commission. According to Government of India guidelines, if a scholar arrives without a legitimate visa and is not admitted to the University/Institute, he or she will be deported to his or her home country.
  • Before leaving for India, scholars should acquire a detailed briefing from the Indian Diplomatic Mission in their home country on living conditions in India, scholarship details, and the type and duration of the course to which they have been admitted. Scholars should notify the Indian Embassy/High Commission of their travel plans well in advance so that ICCR can make appropriate welcoming and other preparations for them.
  • Scholars are urged to bring some money with them to cover incidental expenses upon arrival in India.
  • Scholars who have been awarded scholarships should provide all documentation relevant to their qualifications in their original form for verification by the respective college/university during the admission process.
Benefits
  • Monthly living allowance (stipend)
  • Undergraduate - 5,500, Postgraduate - 6,000, M.Phil / Ph.D - 7,000, Postdoctoral Fellow - 7,500.
  • House Rent Allowance (per Month)
  • 5,000 in Grade 1 cities; 4,500 in other cities.
  • Annual contingent grant.
  • Undergraduate-5,000, Postgraduate-7,000, M.Phil./Ph.D., and M.Tech./ME-12,500 Postdoctoral studies (15,500) Tuition Fee/Other Compulsory Fee-Actual (excluding refundable amounts) -Thesis and dissertation expenses (once for the term of the course)
  • D Scholar costs $10,000, while BBA/BCA/MBA/MCA/M.Tech students must submit a project worth $7,000. Medical benefits are also provided.
  • Under the plan, scholars are obliged to seek treatment exclusively in medical centers or dispensaries attached to universities / institutes where they enrolled, or at the nearest government hospital (bills are paid as permissible according to AMA/CGHS regulations).
